Use hook and loop dots (like Velcro brand closures) on the pieces and chart, or (once the chart is laminated) you can use tape. The pieces are carefully arranged for ease of cutting with a paper cutter. If you don't have a laminator, you can place the board in a dry erase pocket or page protector. Cut out the pieces and "laminate" them with packing tape. It isn't quite the same, but it's better than nothing!
